What changed at HEC?

Pakistan’s Higher Education Commission now describes its degree-attestation service as fully online and paperless. Applicants submit details and scans through the HEC e-services portal, HEC sends the case to the university for verification, and an e-Attestation Certificate is issued after approval.

HEC currently lists an attestation fee of PKR 3,000 for each selected document, including a degree, transcript, provisional certificate or HEC equivalence letter. HEC also states that attestation of photocopies is no longer offered. Because processes can change, confirm both statements in the live HEC portal before payment.

Step-by-step HEC to WES process

1. Confirm that WES is appropriate.WES is one IRCC-designated ECA organization. Doctors, pharmacists and architects may need a designated professional body instead.
2. Create the correct WES application.Select an Educational Credential Assessment for IRCC, enter your Pakistani institution and credential accurately, pay WES directly and save the WES reference number.
3. Open WES Required Documents.Use the personalized instructions shown for your institution. Confirm which credentials are required and who must transmit them.
4. Apply through HEC e-services if HEC verification is required.Create or sign in to the HEC account, choose Degree Attestation, enter complete academic information and select only the documents you need.
5. Upload matching identity and academic records.HEC says the name and personal information on CNIC and educational documents must be consistent. Upload clear degree, transcript and supporting scans.
6. Pay and complete university verification.After online payment verification, HEC reviews the submission and sends it to the relevant university or institution for confirmation.
7. Follow WES delivery instructions exactly.Use the electronic or institution-authorized route requested by WES. Do not independently email files or courier originals unless the personalized requirements explicitly say to do so.
8. Track both accounts.Respond to deficiencies through the HEC portal and watch the WES account for document acceptance, verification requests and the final report.

Common reasons for delay

• Name, date of birth or registration details differ between CNIC and academic documents.
• The wrong WES service was purchased instead of an ECA for IRCC.
• The WES reference number is missing where the requested delivery process requires it.
• A departmental transcript is submitted when verification from the university examination office is required.
• The applicant sends documents personally even though WES requires an authorized institution or authority to send them.
• An HEC deficiency is not corrected in the “Task Assigned to Me” area.

After WES issues the ECA

Read the Canadian equivalency exactly as written. Use the ECA report number and equivalency in the Express Entry profile; do not select an education category based only on the Pakistani degree title. An ECA for immigration must generally be less than five years old when the Express Entry profile and permanent residence application are submitted.
